The Apostle John offered this quote as he recounted the story of the man, blind from birth, to whom Jesus gave the ability to see. Defending Jesus, the man said that God does not listen to non-believers, but He listens to men who do His will.
God is all powerful, He knows all, and He is everywhere all at the same time. He hears every word spoken be every person. However, He hears and answers the prayers of the believers, but the "prayers" of non-believers are just words uttered in vain. (Proverbs 15:29) It is only possible to have a relationship with God, The Father, if we believe in Jesus, The Christ. (John 3:16 and John 14:6) There will be those who claim to know God, but He will separate them out from among the righteous. (Matthew 7:23, Matthew 25:41, & Luke 13:27) Make sure that you are counted among the believers.
