"God is our refuge and strength, an ever-present help in trouble." Psalms 46:1 (NIV)
The words of this psalm were recorded under the divine inspiration of The Holy Spirit of God by the Sons of Korah. The purpose of this psalm was, and is, to inform believers that The Lord God is always present, in good times and bad. He is our shelter and our protection, and it is with His strength that we can continue to go on.
Believers know that God is our refuge, our hiding place (Psalms 32:7 and Psalms 119:114), our fortress (2 Samuel 22:2, Psalms 18:2, Psalms 31:3, Psalms 91:2, and Psalms 144:2), and our strong tower. (Psalms 61:3 and Proverbs 18:10) It is said that in order to protect us He hides us under His wings. (Psalms 17:8, Psalms 36:7 and Psalms 91:4) It is by His strength that we carry on and continue. (1 Chronicles 16:11, 1 Chronicles 16:27, Psalms 28:8, Psalms 29:11, and Psalms 59:9) He need not give us the strength to fight our enemies, for that battle is His. (2 Chronicles 20:15) We just need to put on the whole armor of God and stand against evil. (Ephesians 6:11-18) When trouble comes, God is the only one to go to.

The Perfect Way
"As for God, His way is perfect; The Word of The LORD is flawless. He is a shield for all who take refuge in Him. For who is God besides The LORD? And who is The Rock except our God? It is God who arms me with strength and makes my way perfect." 2 Samuel 22:31-33 (NIV)
The unknown author of this book of the Bible states that God's way is perfect and The Word of The Lord is perfect. He also states that God protects all who believe and come to Him. Then the author asks two rhetorical questions before saying that God gives him strength and leads him in the right way. The "him" here could refer to the author, or to King David whom he was writing about.
God's way is perfect because He is perfect. Jesus, God The Son, and God The Father are one. (John 10:30 and 1 John 5:7) The way of God must be perfect because Jesus said "I am the way." (John 14:6) It is The Lord God who shows His believers the way, the right path to take, and it is He who prepares and strengthens us for what we will face during life's journey. Some times, as our refuge, He hides and shields us, in order to protect us. Some times He shares some of His power and strength with us, so that we can endure and conquer the challenges that we face. God does not make us perfect, He shows the right path to take and leads us in the perfect way. Jesus, The Christ, The Son of God, is the perfect way, and He gives us the choice whether to believe and follow Him or not.

The Lord Is Our Strength In Times Of Trouble
"Consider the blameless, observe the upright; there is a future for the man of peace. But all sinners will be destroyed; the future of the wicked will be cut off. The salvation of the righteous comes from The Lord; He is their stronghold in time of trouble. The Lord helps them and delivers them; He delivers them from the wicked and saves them, because they take refuge in Him." Psalms 37:37-40 (NIV)
This psalm of David was written to encourage the righteous not to fret over, worry about, envy, or imitate the apparently prosperous evil doer for the end of their days is coming. The Lord will help, save, protect, and deliver the righteous in time of trouble while the wicked will be destroyed.
The faithful believer will be rewarded and the sinful worldly non-believer will be punished and utterly destroyed. The wicked may prosper for a while, but in the end they will be cut off. The message to the righteous is to wait on The Lord and keep following His way. By doing so, God will grant us peace even in the middle of a storm. God is our strength in times of trouble because we trust in Him. Our future is much brighter if we follow Him, not them.

Trust In The Lord He Will Keep His Word
"You are my refuge and my shield; I have put my hope in Your word. Away from me, you evildoers, that I may keep the commands of my God! Sustain me according to Your promise, and I will live; do not let my hopes be dashed." Psalms 119:114-116 (NIV)
This unknown author is alternating between praising God and pleading with God for His help and protection. He is reminding God of His promise to sustain His people (Psalms 55:22 & Psalms 89:21).
God is our protector and our provider. He gives us strength for each day and hope for the future. In Him shall we put out faith and trust. According to His word, we can cast all of our cares upon Him and He will sustain us.

The Certainty Of God's Promises
"God did this so that ... we who have fled to take hold of the hope offered to us may be greatly encouraged. We have this hope as an anchor for the soul, firm and secure." Hebrews 6:18-19 (NIV)
After explaining God's promise to Abraham, and the oath that He made unto Himself because there was nobody greater to swear by, the author makes it clear that our hope is embodied in Jesus Christ Himself. It is to Him that we flee and take refuge during times of trouble. He offers us protection and security. He is our anchor.
We should be encouraged by the knowledge that where ever we go, Jesus has gone before us, and The Holy Spirit will be there with us. God will never leave us or forsake us. There is nothing that we go through, that we go through alone. Our hope is steadfast and secure because He promised to always with us, and He keeps His promises.
